PNAC was a Neo-Conservative think tank in Washington D.C. that was apparently founded by William Kristol and Robert Kagan in 1997 (and is supposedly no longer in operation), but has been a likely Pentagon creation by some people’s estimates (PBS); thereby being funded by the American taxpayer.
