10th anniversary summit of SCO heads of state ended with a pledge to “enable the reinforcement of this organisation in the system of international security” as participants signed anti-narcotics and anti-terrorism strategies for 2011-16, a memorandum on the obligations of states seeking to join the SCO, an agreement on healthcare co-operation and a Memorandum of Understanding between the SCO and the UN Office on Drugs and Crime.
Before Kazakhstan handed the rotating chairmanship to China, participants noted the achievements and fertile co-operation of the past decade.
Afghanistan figured prominently on the summit agenda. The Afghan people need the warring parties to reach compromises, said Uzbek President Islam Karimov.
“Nobody doubts that there is no military solution to the Afghan problem,” Karimov said. “The Afghan people must solve their own country’s problems.
Only through compromises among the warring parties, inclusion of the Afghans themselves in this process, and the socio-economic rebirth of Afghanistan with the international community’s help can those problems be solved.”
He added that Uzbekistan will continue to practice a good-neighbour policy toward Afghanistan as it sees a future in which Afghanistan is “a peaceful, stable, developing state that presents no threat to its neighbours.”
