refineries in Kyrgyzstan are logistically sound, offering profits, and in return resource-poor Kyrgyzstan will be able to meet its requirements for fuel and lubricating materials (GSM).
According to the Azeri oil company SOCAR, in March, during a visit to Baku, Kyrgyz President Almazbek Atambayev confirmed earlier plans to build the refinery.
“If we start to extract and refine oil and produce GSM on Kyrgyz territory, this will be a big step towards real independence for our republic,” Atambayev said upon his return from Baku.
Atambayev instructed the Energy and Industry Ministry to provide SOCAR assistance in constructing the refinery, ministry spokeswoman Saira Dulatova told Central Asia Online.
The ministry gave the Azerbaijanis information about Kyrgyzstan’s oil-refining industry, taxation and investment system, pricing policy, and regulations on GSM import and export, extraction volume, and petroleum and gas reserves, Dulatova said.
The Chui Oblast government offered four sites for construction of SOCAR's refinery, she said.
The ministry developed plans with the National Electric Network of Kyrgyzstan to supply electricity to the planned Kyrgyz-Azerbaijani oil refinery in the Chui Oblast, Dulatova said.
